Last reviewed: 5 November 2026. These are announced changes that take effect on 8 March 2027. They are not in force yet, and Immigration New Zealand (INZ) says its web pages will be updated closer to the date. Always check the INZ website before you make decisions.
On 3 November 2026, Immigration New Zealand announced changes to the Green List from 8 March 2027. Seventeen trade and technician occupations will leave the Tier 2 Green List, four special education teaching roles will move to a faster residence route, and two smaller adjustments affect Sterilisation Technicians and Career Counsellors. If you are planning a long-term move, the New Zealand Green List changes 2027 could affect which residence pathway fits you.
This guide explains the announcement in plain language, separates what has been announced from the rules that exist today, and points out what is still unclear.
What Are the New Zealand Green List Changes from March 2027?
The Green List names occupations with a defined route to residence. Tier 1 roles can lead straight to residence through the Straight to Residence Visa. Tier 2 roles lead to residence after two years of qualifying New Zealand work through the Work to Residence Visa. From 8 March 2027, INZ will make these changes:
- 17 occupations will be removed from the Tier 2 Green List for the Work to Residence Visa.
- Four special education teaching occupations will move from Work to Residence to Straight to Residence.
- Sterilisation Technician eligibility will be limited to graduate and registered members of the New Zealand Sterile Sciences Association.
- Career Counsellor will be removed from the Tier 1 Straight to Residence list.
Why Is Immigration New Zealand Changing the Green List?
INZ's reason is duplication. New Skilled Migrant Category (SMC) pathways now give some of these workers another route to residence, so keeping the same roles on the Green List created overlapping options. Removing them is meant to keep the Green List focused on roles that match workforce needs. INZ also says the Green List is expected to be reviewed in 2027, so further changes are possible.
The 17 Occupations Being Removed from the Tier 2 Green List
INZ says these occupations may instead qualify through the SMC, subject to each pathway's requirements. The announcement splits them between two pathways.
13 occupations linked to the SMC Trades and Technician pathway
- Building Associate (Building Construction Supervisor)
- Automotive Electrician
- Diesel Motor Mechanic (including Heavy Vehicle Inspector)
- Motor Mechanic (General)
- Motorcycle Mechanic
- Panel Beater
- Vehicle Painter
- Metal Fabricator
- Welder
- Fitter (General)
- Fitter and Turner
- Fitter-Welder
- Metal Machinist (First Class)
4 occupations linked to the SMC Skilled Work Experience pathway
- Crane, Hoist or Lift Operator
- Telecommunications Technician
- Paving Plant Operator
- Pressure Welder
Employers can still hire these workers through the Accredited Employer Work Visa, if they meet its requirements. But the Green List settings for these roles, such as labour market test exemptions and priority processing, will stop applying.
Nurses and other healthcare roles are not on this list of 17.
The New Skilled Migrant Category Pathways Explained
INZ's announcement says the SMC pathways started in August 2026. According to INZ's Skilled Migrant Category page, the two pathways named in the announcement work like this today:
- Trades and Technician pathway: an eligible trades or technician occupation; pay of at least the SMC wage threshold; a relevant qualification at or comparable to level 4 or higher; at least 2.5 years of relevant post-qualification work experience, including 1.5 years of post-qualification skilled work in New Zealand.
- Skilled Work Experience pathway: a job or job offer in a skill level 1 to 3 occupation; pay of at least 1.1 times the SMC wage threshold; at least 3 years of relevant work experience, including 2 years of skilled work in New Zealand. INZ does not state a qualification requirement.
For both pathways, self-employment does not count as relevant experience, and you need to speak and understand English, be in good health and pass a character check. Points are not used. We have not published dollar wage figures, because INZ's page gives none and says the applicable threshold depends on the pathway and when your New Zealand work started. Occupation lists and Amber and Red List conditions sit on separate INZ pages.
How does this differ from the Work to Residence Visa? That visa asks for 24 months of work in a Green List Tier 2 job within the 30 months before you apply, with an accredited employer, a full-time job and a qualifying wage. INZ says the new SMC pathways may offer lower wage thresholds, shorter New Zealand work requirements or no specified qualification requirement, depending on the pathway, but may not be more accessible for everyone. Each person has to check their own situation.
Transitional Arrangements: What Happens to Existing Applicants?
INZ says eligible people who are already working towards residence on the Work to Residence Visa can keep counting qualifying work completed before the changes take effect towards the existing 24-month requirement. They must still meet every other residence requirement. The announcement does not give the exact rule for who counts as eligible, so if you are partway through your 24 months, wait for INZ's updated guidance and confirm your position before March 2027.
Special Education Teachers: From Work to Residence to Straight to Residence
Four occupations will move up to the Straight to Residence pathway: Special Needs Teacher, Teacher of the Hearing Impaired, Teacher of the Sight Impaired, and Special Education Teachers not elsewhere classified. Eligible people will be able to apply for residence directly, without first completing two years of qualifying work in New Zealand. INZ explains that these are registered teachers delivering the same curriculum as other teachers, so the change brings them in line with comparable roles.
All other requirements still apply. INZ's current Straight to Residence page asks for a job or job offer with an accredited employer, the pay and registration conditions for the role, English, good health and character, and an age of 55 or younger. It also says the visa suits experienced teachers and is not intended for newly graduated teachers.
New Requirements for Sterilisation Technicians
Green List eligibility for Sterilisation Technicians will be limited to graduate and registered members of the New Zealand Sterile Sciences Association. INZ says this aligns eligibility with the profession's standards and workforce needs. The announcement does not give a separate start date for this change, so we have listed it with the 8 March 2027 changes and recommend confirming the timing with INZ.
Career Counsellors: What Changes?
Career Counsellor will be removed from the Tier 1 Green List for the Straight to Residence Visa. INZ says the role was added when allied healthcare occupations joined the list but does not fit that group's original focus. Career Counsellors may still be able to qualify through the Skilled Migrant Category or another residence pathway, if they meet that pathway's requirements.
How Will These Changes Affect Indian Skilled Migrants?
The announcement is not specific to India, and it does not make any Indian applicant eligible or guarantee residence. Here is how it may matter for different groups.
- Engineering and technical professionals: if your trade is among the 17, plan around the SMC pathways instead of Work to Residence, and check the qualification and experience requirements carefully.
- Nurses and healthcare professionals: nursing roles are not among the 17 occupations being removed. Your route still depends on NCNZ registration and the immigration rules for your role, which this announcement does not change. See our guide to how Indian nurses register in New Zealand.
- Teachers: special education teachers gain a direct residence route, but registration and job requirements still apply. Other teaching roles are not affected by this announcement.
- Already working in New Zealand: if you are on the Work to Residence route, ask about the transitional arrangements. INZ's page also says work done on an India Iconic Work Visa or India Skilled Work Visa cannot count towards the 24 months.
- Students planning long term: choosing a course with a residence plan in mind is more complicated when pathways change. Our guide to Green List courses explains how study and residence pathways connect.
What Should Prospective Migrants Do Before March 2027?
- Check whether your occupation is in the 17, the special education teaching roles, Sterilisation Technician or Career Counsellor.
- Collect your qualification, work experience and wage records, because the SMC pathways rely on them.
- If you are mid-way through Work to Residence, keep proof of your qualifying work dates.
- Watch the INZ pages, which will be updated closer to the effective date.
- Get advice on your own case from a Licensed Immigration Adviser before you make financial or career decisions.
